The 20th Announcement Regarding the Open Letter on Liu Juhua’s Plagiarism Case
February 15, 2014
On February 29, 2012, Academic Criticism Network
, Scientific Integrity Network
, and China Academic Integrity Review
simultaneously published the Open Letter to the Graduate School of Chinese Academy of Social Sciences Regarding the Alleged Plagiarism Case of Its Graduate Ms. Liu Juhua
. On the next day, a reporter with China National Radio interviewed Mr. Liu Yingqiu, the Dean of GSCASS, and the following is their dialogue
Reporter: Mr. Liu, this morning 156 scholars sent you an open letter regarding the plagiarism in Liu Juhua’s Master’s degree thesis. Have you received it yet?
Liu Yingqiu: No, not yet.
Reporter: It has been a long time since the outbreak of Liu Juhua’s plagiarism case, why hasn’t you made a decision on the matter?
Liu Yingqiu: Why do I want to handle the case since I have not heard of it?
Reporter: Will the open letter make you re-examine Liu Juhua’s Master’s degree thesis, and if the alleged plagiarism is confirmed, will her degree be revoked?
Liu Yingqiu: It will depend on the examination by experts, following the procedure. We do not make a decision based on a random complaint. The provisions are stipulated in the State Academic Degree Regulations, and we’ll follow the provisions.
Reporter: If the plagiarism is confirmed, what kind of consequence will it result in? Will the advisors who approved the thesis be held accountable?
Liu Yingqiu: [We] won’t tolerate plagiarism, people are responsible for their own acts. Generally, the teachers won’t be punished too much.
A half month later, the open letter, along with the supporting documents, was sent to GSCASS via express delivery service. The receipts are on file. So far, more than 700 days have passed, and we are still waiting for a response from GSCASS, the self-claimed “the training base of the reserve talents for the stronghold of Marxism, the highest academic hall of philosophy and social sciences in China, and the think tank of the CCP Central Committee and the State Council of China.
It has been reported that the Propaganda Department of the CCP’s Central Committee has commissioned GSCASS to implement the “Marxist Theory Key Personnel Project
,” admitting 100 doctoral graduate students per year, and awarding them diplomas and degrees after studying for 3 years. According to the Admissions Guide
, “to those candidates who have committed fraud or other rule-violating acts in the processes of application and examination, once confirmed, whenever, their eligibility for application, admission, or enrollment will be revoked according to the relevant regulations, and they will also be punished according to the State laws and rules.”
As the saying goes, listening to one’s words is not as good as watching his deeds. May we ask GSCASS: since you have tolerated Liu Juhua’s fraud, and you have cheated the public and the society for Liu Juhua, why should we believe that you won’t tolerate the fraud committed by the “Marxist Theory Key Personnel”? Why should we believe that you won’t cheat us again? Since when have you obeyed “the State laws and rules”? Also, for exactly how much longer do you want us to wait for your response?
